I have a youth shooter wanting to enter a singles event at the Iowa State Shoot here in a few weeks but he only has 300 registered targets to date and has no classification. For computing his average for classification, do only ATA registered targets count? He of course has many SCTP events under his belt but very few of those throw registered targets.

As V10 said, check the program which should be available on the ATA website or the Iowa website. Being his first ATA shoot, my suggestion would be for you to print his average card online and make sure you put all his ATA registered targets on the sheet and fill in his average. At the classification person, they will classify him, but ask about "Targets Only" and see what they say. Good luck and have fun!

From the ATA rulebook:
"C. CLASSIFICATION 1. For 16-yard targets and Doubles, shooters should be placed in three (3) or more classes, according to their established average and/or known ability. A new shooter may be assigned to any class in 16-yards and Doubles events, at the discretion of classification personnel until the shooter establishes his/her known ability. a. To arrive at known ability the following should be taken into consideration as far as such information is or can be made available:    (1) Official registered targets (abnormally low scores should be disregarded). Averages of all registered shooters are compiled and published annually. (2) Non-registered scores including Shoot-off scores, nonregistered events, practice scores, etc. (3) Any other information bearing on a shooter’s ability to shoot and break targets. "

5. For better classification of shooters it is suggested that the following method be used.

a. If the shooter has less than 500 targets on current year’s Average Card, use the previous year average and known ability.
b. If the shooter has between 500 and 1,000 targets (inclusive) on his/ her current year’s Average Card, use the current average and known ability or the previous year’s average and known ability, whichever is higher.

To be fair, why not take a list of his SCTP targets and present it to the Classification Committee. They can then use it to assign his classification based on "Known Ability" as established by his SCTP history.

The program also lists a phone number as well as email address for the ISTA. You could also contact your zone's director or one of the several directors listed as members of the classification committee. Several ways to get the straight skinny so there's no surprises or disappointments the day of the shoot. Iowa State Shoot Program Book

Good Luck!
