Police use a Velcro backed belt to go through their trouser belt loops. When worn with the velcro side out on the pants with belt keepers, the Velcro on the inner belt hooks to Velcro on the Sam Browne belt which is used to hold weapon, cuffs, radio, etc. You can get them in leather in black, brown, plain or basket weave, or nylon.

As mentioned, police supply companies like Gall's will have them. I get Midway USA's version, but it's black nylon. I use it for my half-vest in the summer. I usually wear the inner belts as my normal belts, as I can adjust them easily.

The NRA Store used to market exactly what you’re looking for. It appears to be discontinued, as I looked for one awhile back. Maybe available on FleaBay, but in the future I’d reach out to “Betty” as noted previous. I shop small business when I can.
