As far as I can figure out, the Western Grand in Utah is still a go? It is slated for June 1-7, I get an email from the ATA a couple of times a week announcing all of the cancelled shoots. This one is not among them. Who decides and why are most already cancelled or postponed while this one appears to be happening?

The host of the shoot, the State trapshooting association of the State decides and that decision is made according to conditions and closures of that State.

The host clubs make the Final decision. Most that cancelled early, at least the Satellite Grands, is they pay the ATA a fee to host those shoots. From that fee, program mailings, trophies etc. are paid. If they proceed as planned and have to cancel, i would imagine that Fee isn't refundable and all the Programs and Trophies would possibly go to waste.

I was there and I don't believe Arizona State TA shut down the Arizona state shoot, the State of Arizona shut it down, along with all of the state campgrounds.
In my mind all ATA shoots are governed by the state decision to let that many people camp or assemble is such close proximity to each other, hopefully I'm wrong and we will be able to get some shooting in this summer
When they start opening the casinos up, I think then we we will be able to shoot again
