How do I ship powder to someone? UPS? Do I have to declare it? It is only a pound in a can! Haz Mat fees??

Bad news for you. With the costs and regulation added to the shipping, it is cheaper to use your powder as garden fertilizer and mail your friend a check for a pound of powder. Since the Hazmat is by the package, not by the pound, the only way it works is when shipping as many pounds as possible at the same time.

Unless I'm not understanding the rules correctly, the longhand of what I posted is that you must have gone through training and have a haz-mat permit issued to ship powder., i.e. haz-mat permit.

You just can't show up and have UPS stick a sticker on the box and pay a fee.
