Downrange Manufacturing LLC has a ton of wads that would be suitable. The Winchester clone or the Remington clone work fine at 16 yards. Decide how much shot you want to send downrange and select accordingly.

If you miss a target at 16 yards, it wasn't the shell's fault. I load 1 oz of reclaim #8s at 1200 fps. I use these for skeet, 5 Stand, and short yardage trap. Mark

I load AAHS hulls with W209's, 7/8 oz of #8 shot in Claybuster wads over 16.5 gr of Promo. Promo is the same as Red Dot. Using a full choke, this dusts them as good as anything else

Promo has the same burning rate as Red Dot but is blended from other powders that do not make the specified burning rate. It will burn the same as Red Dot given the same weight. The bushings do not throw the same weight between the two. Be sure you weigh your loads and you have to reweigh every time you open a new keg of Promo.
