I remeber something about a spot in africa where a compass points exactly to magnetic and true north. I also remember that the Earth's true north is changing about 1 degree every 10 years or so.

The "N" will point north, generally. The closer you are to the south pole the greater will be the magnetic declination (deviation from axis of rotation). In South Africa, that deviation is 25 degrees west, meaning that the needle will point 25 degrees west from the "true north" you see on your map.
