Throwing that one out that puts Extreme Spread of Velocity at 15 and Standard Deviation of 5.94 fps. Extreme Spread of pressure of 340 with a Standard Deviation of 160

Compliments on the consistency of a "5-shell" string. And compliments detailing the specifics in the first post, PR's findings and their follow-up.
At this point in time, PR appears to be the main or only source of pressures and velocities for unpublished loads, so we are dependent upon what they are providing us.

Call and talk to Kevin?
I have not. I do know him, we've talked many times at the Grands. I fully understand the natural disasters that have occurred at their facilities, and my thinking is that they are still really busy rebuilding their capacities. When they are fully comfortable again, I think he/they will announce it.

if Precision " found an issue with their chrono" how can one have confidence in any of those results?

I'd give them their benefit. They recognized an issue with the chrono part of their testing equipment and promptly communicated that. They should reach out to Oehler to get it reconciled, regardless of who is in error. Given the vast interaction with the military Oehler has and precise requirements needed, I'm guessing PR has either an operator error issue, or an Oehler light screen chrono component is failing.
