I would imagine guns could be shipped to your FFL at your cost. Money prizes would be mailed by check with no problem.
Money prizes would require a 1099 for obvious reasons.

The Pennsylvania State has a evening lottery draw. The winning days ticket is based off of that number.
The raffle tickets are sealed in envelopes so nobody has a choice of what 3 digit number they want.
If your 3 digit number is drawn, you win the prize on that day.
