The incredibly incompetent thing about "Cash Fo' Clunkahs" is that it targeted vehicles that were of recent enough vintage that the less affluent could have bought used, yet did nothing about the older vehicles that get worse fuel mileage and pollute more. Not very well thought out.
The problem in America is that saving money does not net you any supporters.
Spending money gets you supporters.
That's why spending $6 to save $1 makes perfect sense in Government. Hell, just take that dollar you saved, add it to the kitty, save nothing and spend $7...you just got 17% more money to buy people's votes with...and "employed" more people in the process. It's Stone Soup math folks.
That's part of the reason why, upon further reflection, the Republicans are allowing the Sequester to go away. It may have netted them supporters when it was first announced, but today nobody remembers it except their enemies. Better off to spend it to garner votes to buy your way back into power - then once you're there, it's available for YOU to spend!
So chalk it down on your calendar. Two years in which the Federal Government spent less. Never to be repeated. And nobody noticed.
