My question is, who let them out of school to do this? who organized it? That many students would have to have been pushed to do this by someone, coordinated it, and the school would have had to allowed the dismissal and arrangement for transportation. How'd they get there? were they paid?

Around here there is a big time commitment to validate where students are as they leave the school grounds.
