What are the ATF regulations on shipping a demiled item ? If a receiver is cut in half or welded so it can't accept a barrel does it still have to be shipped to an FFL holder ?

I'd say it depends on if it is demilled by ATF specs. They have very specific standards as to what constitutes demilled, and once those standards are met then the receiver becomes, in effect, a paperweight.
