Beretta and uses a rust inhibitor on their guns when they come off the assembly line. If you have cleaned it off and it still did not cycle, the gas ports are probably clogged. If all manufacturers that are making one size fits all guns have the same failure to cycle. The is a break in period necessary for them to cycle all length of shells. If you send the gun to the factory they will test it with heavy a send it back to you saying it falls within factory specs. Save yourself some time and expense by running 2-3 boxes of the longest, most powerful shell you can stand. Clean the gun Thoroughly, including the gas ports. The gun should cycle 1145 2 3/4” shell. Give it a try. If it doesn’t fix it , trade for an o/u. Good luck!! Let us know what you find.

with a 390 and Urika 391 I found to get bristle pipe cleaner and slowly bend it in 1/4” 90 degree turns, then saturate with your favorite gun cleaner like Hoppes into and thru gas ports. Also wipe down gas assembly area from carbon build up.
Another very important area to clean is the hinge of the follower inside the bottom of the chamber. I find lots of powder residue and an occational pellet down them. If the follower doesnt move freely, the gun wont cycle.
Also check new guns for the migratory 3 shell limit plug. I shot my Urika for 11 years without one and never violated and never was caught hunting. The plug was not in the box and I thought my gun was a display model & so many times the store puts them in. Well no, many times a part time person doesnt.
