I would stay with published loads from one of the powder manufacturers. I have used universal for 16 gauge loads. Hogdon list no loads for 16 ga. using 700x.

Actually Hogdon lists 6 recipes for 16ga using 700X.

The 16gauge spreadsheet of data from Yahoo, is over on 24HrCampfire now.
It tabulates most published 16 gauge loads, with source references.
I see a load in Federal hull, 16 grains 700X, AA16 wad, and Win209.
I guess much depends on your comfort with substituted Cheddite 209, but you appear to have a good margin of safety.
The "never substitute anything" police will be hounding me shortly.

I was going by their 2021 reloading manual and there is no 700x loads listed. Yes they show some specific loads on their website for certain hulls but with none listed in their most recent manual. They make the powder and do not list it in their manual for 16 ga. ? You asked for advice and I was trying to give you good safe information.

After perusing the available Hodgdon data, I wouldn't hesitate to shoot 'em over a chronograph. Is Tom Armbrust not testing?
