Prices will probably be going up Jan 1, so buy what you need now unless you want to roll the dice on rebates next year. Buying single flats will never be cheaper than buying everything at once.
There isn't a specific time of year that's better than any others to buy ammo.
It would also depend to a certain extent what kinda ammo you want. Remington STS & Fed HOA have had rebates recently on their ammo, and Winchester AA has in the past. I think it's probable that we'll see 2025 rebates for STS/HOA/AA. There were also rebates on Gun Club and Top Gun, but it's been a REAL long time on those, and I would be less confident about those coming back again in the near future. Pretty much no other target shotshell has had rebates, so there's no sense holding out hope for one if you buy cheapie shells or anything that's not Win/Rem/Fed.
It's all but certain that the price of ammo will come down when Israel/Ukraine are over, assuming nothing else pops off, but I'm not sure I'd gamble on that happening before I needed the ammo.
So long story short, buy your 2025 ammo now, and be ready to buy 2026 and beyond if the prices drop substantially in 2025.
