It is a name.

Until Remington dropped it's number 57 primer, just about every Remington Peters shotgun shell up to the RXP used this.

Winchester, Federal, Alcan and Lyman shotgun shells used the 209 primers. After the AA hulls took over the market as one of the most reloadable hulls ever. The 209 primer is THE PRIMER, with Remington changing all it's hulls to use this primer.

But I find no history on who introduced the 209 primer.

Primer Dimensions & Sizes
Rifle primers are .008” taller than pistol primers. Diameters are SR- small rifle primers at 0.175” (4.45mm) as are SP-small pistol. Their large rifle (LR) and large pistol (LP) cousins are 0.210” (5.33mm). Shotguns all use the 0.209” (5.31mm) #209 primers. Those into long range precision competition shooting the .50 caliber BMG use 0.315” (8.00mm) primers.

Thanks to the guys on shotgunworld.com looks like it is the diameter of the actual primer cup.
 
I cant find the information in reloading manuals and if you measure a spent primer, they are not near .209?
I just measured the 4 brands of primers I have. The primer cup is the firing pin striking surface of the primer.
Brand. Primer cup O.D.
TR (Federal) 0.208
Wolf. 0.213
Cheddite. 0.2085
Winchester. 0.209

Not an official sample as I only measured 2 of each.
