Section 16531 - "Firearm precursor part" defined (a) As used in this part, "firearm precursor part" means a component of a firearm that is necessary to build or assemble a firearm and is described in either of the following categories: (1) An unfinished receiver, including both a single part receiver and a multiple ..
California laws bite.
A reloader is not a gun part.

I live in Alameda County. One county over is a Bass pro. They sell MEC machines there. I bought two MEC machines this year both shipped to me by MEC. No issue whatsoever.
Some stores won't ship Ammo to individuals via an FFL and others will. Natches will ship me ammo. Midway won't. So it is basically which outfits want to deal with us or not. Its only guns and ammo that have any restrictions. Machines, primers, powder, no State restrictions.

Well, you can buy ammunition out of state, but to bring it into California, you first have to ship it to a licensed California ammunition vendor so they can perform a background check and hand your ammo back to you. The law does not limit the fee the vendor can charge for this service
I live in southern California

California has odd restrictions on many items due to "cancer causing " chemicals. I could not order a garage door opener I wanted from a company. I bought one off a private ebay seller and it shipped from him into CA no problem. Same with a Ruger Red Label gun case I wanted. Ruger wouldn't ship it too me and an evilbay seller came to the rescue.
I can not wait to leave here.

I left the land of fruits and nuts about 6 years ago. When I left I had a rental car loaded with 40-50 lbs of powder, 20-30k primers, 6 presses, tons of brass, hulls, wads, bullets etc.. I got pulled over in Bakersfield and the officer asked me what was in the trunk, so I said just some reloading supplies, lol, when he had me pop the trunk open, he said holy crap! Turns out he was an avid reloader and had powder/primer envy. Needless to say, I got off with just a warning. :)
