It is all up to the discretion and interpretation of the classifier.

Vets and Senior Vets are allowed to receive reductions below 20 yards.

Phil- A senior vet can be assigned a yardage of 19. Jerry gave a good answer but he, like me, was thrown off at first by your description of the shooter as older than 16. It is true that 65+ is older than 16.

The new rule for the 2008 Target Year ie. right now is that a male shooter on reaching his 15th birthday will shoot from 20 yards. The rule for Vets/Senior Vets being able to shoot from 19 yards has NOT changed.

Phil- Yes, a shooter can ask for a reduction under the special review clause, but it is very unlikely he will receive it. The normal 1000 target computer review will automatically award the reduction if the shooter is eligible for one.

The special review path should only be used, in my opinion, for very special circumstances usually involving physical limitations that develop with the shooter. Amputation of a foot due to a diabetic condition would justify a special review but just getting one year older would not fulfill the requirements for such a review.

Just to make sure there is no confusion, Vets and Senior Vets are able to get closer than 20 yards through the normal 1,000 target review process. As Pat said, they can ask for a special review but that would be unusual. They are not placed at 19 yards based on age, only through reductions. A new Vet would be placed at 20 yards.
