Why is this procedure required of a "BIG 50"?

    Why is this procedure required for a "Big 50"?

    The following is posted on the ATA Web site:

    "Attention: Any Clubs Throwing a Big 50
    You must get ALL of your Big 50 shoots pre-approved by your state secretary and registered with the ATA before your shoot occurs. Please make certain the proper procedures are followed. If you have any questions please contact the ATA office."

    What makes this type of shoot different from any other registered shoot?
