    4%. That is a lot of money. Gonna change a lot of spending habits.

    I read this from the email I received from VISA Corp that if a seller charges a surcharge for a credit card sale, they (1) must inform the buyer in advance of any surcharge, and (2) it cannot exceed 4%.

    It affects me because VISA and M/C charge a much higher fee for sales called "Cross Border." I ship Perazzi and Ponsness/Warren parts all over the globe and am assessed a high fee when I accept their credit cards.

    The new policy good for the buyer because it protects him/her on excessive and/or unpublished charges.

    Whiz, I don't get it. Does the buyer pay the surcharge or not? I thought the buyer did.
