Dr. Ezekiel Emanuel, Rahm Emanual's brother-

"Dr. Emanuel argues that to make such decisions, the focus cannot be only on the worth of the individual. He proposes adding the communitarian perspective to ensure that medical resources will be allocated in a way that keeps society going: "Substantively, it suggests services that promote the continuation of the polity—those that ensure healthy future generations, ensure development of practical reasoning skills, and ensure full and active participation by citizens in public deliberations—are to be socially guaranteed as basic. Covering services provided to individuals who are irreversibly prevented from being or becoming participating citizens are not basic, and should not be guaranteed. An obvious example is not guaranteeing health services to patients with dementia." (Hastings Center Report, November-December, 1996)

In the Lancet, Jan. 31, 2009, Dr. Emanuel and co-authors presented a "complete lives system" for the allocation of very scarce resources, such as kidneys, vaccines, dialysis machines, intensive care beds, and others. "One maximizing strategy involves saving the most individual lives, and it has motivated policies on allocation of influenza vaccines and responses to bioterrorism. . . . Other things being equal, we should always save five lives rather than one.

"However, other things are rarely equal—whether to save one 20-year-old, who might live another 60 years, if saved, or three 70-year-olds, who could only live for another 10 years each—is unclear." In fact, Dr. Emanuel makes a clear choice: "When implemented, the complete lives system produces a priority curve on which individuals aged roughly 15 and 40 years get the most substantial chance, whereas the youngest and oldest people get changes that are attenuated.

Dr. Emanuel concedes that his plan appears to discriminate against older people, but he explains: "Unlike allocation by sex or race, allocation by age is not invidious discrimination. . . . Treating 65 year olds differently because of stereotypes or falsehoods would be ageist; treating them differently because they have already had more life-years is not."

The youngest are also put at the back of the line: "Adolescents have received substantial education and parental care, investments that will be wasted without a complete life. Infants, by contrast, have not yet received these investments. . . . As the legal philosopher Ronald Dworkin argues, 'It is terrible when an infant dies, but worse, most people think, when a three-year-old dies and worse still when an adolescent does,' this argument is supported by empirical surveys." (thelancet.com, Jan. 31, 2009).

To reduce health-insurance costs, Dr. Emanuel argues that insurance companies should pay for new treatments only when the evidence demonstrates that the drug will work for most patients. He says the "major contributor" to rapid increases in health spending is "the constant introduction of new medical technologies, including new drugs, devices, and procedures. . . . With very few exceptions, both public and private insurers in the United States cover and pay for any beneficial new technology without considering its cost. . . ." He writes that one drug "used to treat metastatic colon cancer, extends medial survival for an additional two to five months, at a cost of approximately $50,000 for an average course of therapy." (JAMA, June 13, 2007).

Medians, of course, obscure the individual cases where the drug significantly extended or saved a life. Dr. Emanuel says the United States should erect a decision-making body similar to the United Kingdom's rationing body—the National Institute for Health and Clinical Excellence (NICE)—to slow the adoption of new medications and set limits on how much will be paid to lengthen a life."

FYI: Britain's NICE committee is the Orwellian body that once blocked access to a certain expensive anti-blindness drug until you went blind in one eye.

And Dashaub and his fellow socialists thought Bush was dumb. Tell us all about that election, (mud)suckers.

"Really. forget Democrat or Republican for a minute and think about this. You Obama supporters, be honest now. Read the following and tell me how you would have reacted:

If George W. Bush had made a joke at the expense of the Special Olympics, would you have approved?

If George W. Bush had given Gordon Brown a set of inexpensive and incorrectly formatted DVDs, when Gordon Brown had given him a thoughtful and historically significant gift, would you have approved?

If George W. Bush had given the Queen of England an iPod containing videos of his speeches, would you have thought this embarrassingly narcissistic and tacky?

If George W. Bush had bowed to the King of Saudi Arabia, would you have approved?

If George W. Bush had visited Austria and made reference to the non-existent "Austrian language," would you have brushed it off as a minor slip?

If George W. Bush had filled his cabinet and circle of advisers with people who cannot seem to keep current on their income taxes, would you have approved?

If George W. Bush had been so Spanish illiterate as to refer to "Cinco de Cuatro" in front of the Mexican ambassador when it was the fourth of May (Cuatro de Mayo), and continued to flub it when he tried again, would you have winced in embarrassmen t?

If George W. Bush had miss-spelled the word advice would you have hammered him for it for years like Dan Quayle and potatoe as "proof" of what a dunce he is?

If George W. Bush had burned 9,000 gallons of jet fuel to go plant a single tree on "Earth Day", would you have concluded he's a hypocrite?

If George W. Bush's administration had okayed Air Force One flying low over millions of people followed by a jet fighter in downtown Manhattan causing widespread panic, would you have wondered whether they actually "get" what happened on 9-11?

If George W. Bush had been the first President to need a teleprompter installed to be able to get through a press conference, would you have laughed and said this is more proof of how inept he is on his own and is really controlled by smarter men behind the scenes?

If George W. Bush had failed to send relief aid to flood victims throughout the Midwest with more people killed or made homeless than in New Orleans , would you want it made into a major ongoing political issue with claims of racism and incompetence?

If George W. Bush had ordered the firing of the CEO of a major corporation, even though he had no constitutional authority to do so, would you have approved?

If George W. Bush had proposed to double the national debt, which had taken more than two centuries to accumulate, in one year, would you have approved?

If George W. Bush had then proposed to double the debt again 10 times within that year, would you have approved?

If George W. Bush had reduced your retirement plan's holdings of GM stock by 90% and given the unions a majority stake in GM, would you have approved?

If George W. Bush had spent hundreds of thousands of dollars to take Laura Bush to a play in NYC, would you have approved?

So, tell me again, what is it about Obama that makes him so brilliant and impressive? Can't think of anything? Don't worry. He's done all the above in just 5 months -- so be patient you've still got three years and seven months to come up with an answer."

I am so ashamed of my countrymen for the election of this crew of assholes.

This is an attempt at a coup, no less. If unchecked we would be Nazi Germany in a few short years, Brownshirts and all.

The people have to stand up right now and send these bastards packing.

So tell me, calling somehing by another name make it OK? So if we say, "Sotomayor, you can't be a Supreme Court Justice, not because you're hispanic or because you are a woman but because you are ugly and overweight", that would make it non-discriminatory?

IF Ted Kennedy had been under the new health plan he would have been sent home to die as brain cancer is terminal. No treatment past diagnosis???

The biggest problem with this type of thinking is, They, are assumeing that the younger generation are smarter then the old geassers!

Our education system is rated at number 26 compared to the rest of the world, the last report that I heard.

Book learning is just that, book learning.

life is a far better teacher, get out and experience it!

Some of the most "simple" jobs out there, college grads don't have a clue how to complete them.

IQ related euthanasia would be a far better method.

A couple of selected posters here would not exist.

This picture shows the illustrious one carrying a book while traveling during his run for the presidency. A glance at the title will tell you all you need to know about his plans. The title? "The Post American World" By Fareed Zakaria. Supposedly, it talks about what things will be like after America is knocked out of it's position at the top.

Rahm is the one that should scare you all the most as an individual with power and Obamas ear. What we need is a recall vote for all of our elected officals. Some one needs to stand up for America and the values that have made this country great. We need to find a party that believes in things like
individuals rights, and fiscal responsiblity and the USA being the power it should be. Not cowering in the face of some piss ant coutnry full of uneducated slobs ruled by radicals that we have the power to take out of power. Ask me if I care what the other countries (world community) think??

We could start the clean up right here on TS by cleaning the mouths of those that have no regard for others. Bruce I have grandsons that I don't ever want to hear them use language like you just posted. I have to be so vigilant of reading some of the posts on this and other forums because of mouths like yours. I can promise you one thing. You would not use language like that in the presence of my family but once!

I wonder what Stephen Hawking would have to say about the policy of choosing who should receive medical attention and who should not. He's not an American, but there are a lot of Americans (and people around the world) who idolize him for his contributions to astrophysics. He is completely unable to walk, speak (without the help of a computerized voice synthesizer), take care of himself, and even take a full breath. He would not have been a candidate for medical treatment under Emmanual's recommendations.

How can I narrow it to just one? There are also some scary women that should be considered. As Obama said, you are who you surround yourself with.... As a collective bunch, these people are really scary. BT-100dc
