If you are a new shooter this year you are correct about Wi. If you just didn't shoot in 2010 but shot before then you need 1000 Singles and Hdcp. and 600 in Doubles. Not sure about Iowa.
I looked at the Iowa program and it indicates you need 500/500/500 to avoid penalty, unless you are a SubJr/Jr/Vet/SrVet. However, I couldn't find anything that indicated the time period during which those targets had to be shot.
My read of the Wisconsin program is that you will need 1000/1000/600 in 2010/2011 combined, of which at least 500/500/300 must be in the 2011 target year. The exception is a new shooter for 2011 will only require the 500/500/300. Keep in mind it's a new shooters (i.e. joined in 2011) not someone who didn't shoot any targets in 2010. If you were an ATA member in 2010 or prior you would need to meet the 1000/1000/600 and the 500/500/300.
Again, my interpretation. Your mileage may vary.
