    Summary of 2013 legislation

    Following is a summary of the 2013 legislation:
    Bans the sale, transfer, importation, or manufacturing of:
    120 specifically-named firearms;
    Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one or more military characteristics; and
    Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds.
    Strengthens the 1994 Assault Weapons Ban and various state bans by:
    Moving from a 2-characteristic test to a 1-characteristic test;
    Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test; and
    Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans.
    Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
    Protects legitimate hunters and the rights of existing gun owners by:
    Grandfathering weapons legally possessed on the date of enactment;
    Exempting over 900 specifically-named weapons used for hunting or sporting purposes; and
    Exempting antique, manually-operated, and permanently disabled weapons.
    Requires that grandfathered weapons be registered under the National Firearms Act, to include:
    Background check of owner and any transferee;
    Type and serial number of the firearm;
    Positive identification, including photograph and fingerprint;
    Certification from local law enforcement of identity and that possession would not violate State or local law; and
    Dedicated funding for ATF to implement registration.

    Making and Grandfathering semi auto firearms Title II will make them horribly expensive to transfer.

    In the early 80's I sold the Ruger AC-556 (legally) for $375. Now they bring up to $8K.

    M-16's were $750, now $15K+. Good investment for those young enough to benefit.

    Just to be perfectly clear, the above two SPORTING guns, a Browning Buckmark 5.5" target model, and the target barreled Ruger 10-22T, are ASSAULT WEAPONS under the new proposed ban simply because they have threaded muzzles and a suppressor to allow quiet shooting. It also affects target handguns and rifles that have screw on barrel compensators.

    It is CLEAR this is affecting SPORTING firearms.

    And the list of exempted sporting firearms, like before, contains absolutely no handguns. Because the anti's have decreed no handgun can have a sporting purpose.

    Sporting shotguns that hold six shells are also assault weapons, and this includes pumps, since the language for the enhanced 2004 AWB renewal banned pump shotguns as well as semi-autos that held six or more shells. Some Winchester Model 12 owners are going to be in for a rude surprise.

    As far as transferring, no, you will not be allowed to transfer them. They are to be turned in and destroyed when you die. Your children will not inherit them either. You will not be able to make new ones after the initial registration process either. This is a FREEZE on manufacture and ownership.

    And this assumes that Dianne Fineswine's latest proposal isn't the one they go for. Because it is a forced buy back, with the government generously giving you $200 to $500 for your gun. I call that theft, since I have guns that are worth $3000. I predict if this passes a lot of these guns will simply be sold onto the black market, forever being out of the grasp of the government. The lessons of Prohibition are being ignored.

    So if you own one of these guns and it is grandfathed in you will need a background check, fingerprinted and a photo to keep it. If you own one of these firearms that are banned you can never sell it.

    One would think that they'd muzzle Diane a bit, but maybe this is the Bad Cop, Good Cop routine, with a much more "reasonable" bill to follow that we should all get behind.
    I'm really starting to loose my patience with the "Romney is just as bad as Obama" Crowd, or the "I'm a trap shooter but you don't really need a 30 round magazine" crowd. At some point one would think that a light would go on...

    What no one has mentioned so far is that your Glocks, S&Ws, SIGs, etc. are part of it because they have a removable magazine. The same with many .22s and center fire hunting rifles.

    It is the usual we are going after those evil assault guns ... and in the fine print, most of the rest too!

    They have been refining this for a few years just waiting for the right time to try to get it enacted!

    Yeah makes all kinds of sense. I already legally purchased the gun. I followed the proper procedures of my State at the time of purchase with the background check and waiting period. Now in their infinite wisdom, I'll need to re-prove my legal status despite never having been in trouble or broken any gun laws. Brilliant. This will surely prevent a criminal from breaking the law and only an anti gun idiot would think this makes sense. Kind of a double jeopardy deal if you ask me.

    Only an anti gun idiot would side with gun bans.
