Just wondering is a shotgun can be sent across state lines to an FFL without using an FFL to ship it?

depends on the state you are shipping from. Most all the answer is yes but some recieving ffl dealers wont accept from individual.

It is up to the dealers in most states.

Let me be a devil's advocate. You sell your gun online and send it to a dealer for a transfer. The buyer sees a crack in the stock you missed, and does not want it. Or worse, what if the buyer fails the background check? The dealer cannot sell it to the buyer's spouse or shooting buddy without breaking the law.

The dealer cannot return it dierectly to you. He HAS to send it to a dealer in your area to do a transfer back to you.

Does the dealer make the arrangements to ship it back? How long does he have to hang on to it, secure it, etc?

If the seller has a no return policy and the buyer is unable or unwilling to take it, the dealer is put in the middle.

I will take a gun from an individual, but if this happens, I offer to sell the gun on consignment. I get 20% for such a deal. YMMV
