What is the purpose of all this brass colored tin on these RIO shells?

Those shells must be very expensive if there made with tin bases. Tin sells for $6 a pound.

Possibly to differentiate the game loads from the target loads?

Marketing.... "High Brass" denotes high power shells. This is BS but i still have some friends that think that way.

Just an observation, but a lot of the loads for bunker/international trap have the high brass.

Perhaps it's to distinguish them from other target loads??

In Europe, the higher the "brass" the higher the quality the shell is supposed to be. As always, test before you accept.

Is it brass, or brass plated steel? If brass, I may start picking 'em up.

Its not brass but plated steel... One of the reasons for the longer brass I have been told is that the lip of the brass extend further into the chamber past the extractors and is less prone to hang up. Personally I think its just another BS marketing ploy.
