Can you reload the steel shotshell with a lead load?

If you are talking about reloading the empty hull, yes.
If you are talking about opening up a live shell, dumping the steel shot out, and re-filling it with lead shot.....I wouldn't.

Typically the lead target loads have the better hulls for reloading, but if the hulls intact, should be no problem using an available recipe for that specific hull.

Well when a dove hunting area close to my home opened for steel shot only, the only light loads of #6 & #7 steel available were Winchester AA and Remington STS. Every day I would make a round after shooting was over and pick up the AAs and STS shells. Actually there is no difference in the steel AA or STS and the lead AA or STS except the printing on the case.....................Roger
