Yes. The only thing that you cannot receive through the mail without an FFL being involved is the receiver. Bulge.

The Ruger MK I or II barrel must be screwed to the receiver. You can definitely get a Ruger MKI or MKII barrel in the mail no problem.

The problem is not with the laws regarding shipping through the mail. The issue is the laws of California. It is legal to ship a 15 round handgun magazine through the mail, but if you ship one to California, it becomes illegal. Many gun dealers refuse to ship anything to California just because they are afraid of violating one of their stupid laws out there.

Whatever part has the serial number on it is the receiver that must go through the ffl process.

As stated above several times, the only part of a gun that requires an FFL is the receiver or something that would change the class of the gun to a class 2 or class 3. In the event of class changes a permit or license is required for items such as silencers and full auto sears.

    trappug,

Most of those that list on gunbroker use a standard foremat that they just plug in the item for sale. Just email the seller and straighten out any confusion.

    No receiver = no FFL.

In case anyone wants to see how the ATF determines a firearm. Wayne

    Firearm Frame or Receiver
That part of a firearm which provides housing for the hammer, bolt or breech-block, and firing mechanism, and which is usually threaded at its forward portion to receive the barrel. 27 CFR ยง 478.11.

And if you want to get technical, No FFL is required to buy, sell, ship firearms providing they were made prior to 1898. State laws may add stipulations, but in Pa. you can walk in a gun shop buy a pre and walk out with no paperwork involved.

Whether legal or not being sent to California, know that many gun/shooting outfits are basically boycotting California to make a statement of onerous anti gun laws. This could be the man's dilemma....Bob Dodd
