PITA targets can be cross registered with the ATA but you have to sign up for this before the first target of a tournament is shot. The rules for cross registering are spelled out in both ATA and PITA rulebooks. At some Shoots the Shoot program may allow targets registered in the other association to count towards target minimums. Averages in the other association are often considered part of Known Ability and again Shoot Programs can spell out how these averages can be used. At an ATA Shoot, you must shoot from the longest yardage while at a PITA Shoot rules allow a shooter to shoot their PITA yardage if it is one yard closer than their ATA yardage.

Miketmx is right, you have to sign up to have targets cross registered.
I think there is also a 3 or 4 dollar fee.
If you look on page 13 of the program you'll see the target requirements.
It's 1000 for singles and cap, 500 for doubles. It also states it's "at
the discretion of the Handicap Committee."
I'm sure if he's a few targets shy and he brings both his PITA and
ATA average cards, he won't have to shoot penalty.
A couple of years ago I was 50 targets shy on doubles, but due to known
    ability, still shot my class.
