If I'm short the required number of birds in doubles and get classifed with a penality, then during the shoot I gain enough to meet the min. can I get reclassified correctly for the remainder of the shoot ?

Yep, sure can. I have done it several times including one year at the Grand.

Actually, it depends on the shoot, and what is specified in the shoot program.

At some large shoots that have a lot of days, like at the Grand, some of the Preliminary days can be used to acquire the targets necessary to meet target minimums.

Whether this can be done will be specified in the shoot program.

For example, in the 2012 Grand American program, on page 10, item 2: "... Shooters may use preliminary week targets, up to and including Sunday, August 12th, to meet the minimum requirement (see item #5 below). ..."

Thanks for the correction folks. I'm not ashamed to say I was wrong and learned something at the same time.

I got a follow up question, considering the responses above.

In the case of the Grand, I would infer from the posting of their program, that if you were to meet requirements on Monday the 13th or after, you could not reclassify? Yay/Nay?

Just remember if the program allows it that it is up to the shooter to go to the desk to get reclassified!
It's not something that is taken care of for you.

    SDS,

That's correct. You can only use the targets shot through the 12th to meet Grand Week requirements.

By the 13th, Grand Week has already started.

We didn't allow it at the Montana State Shoot, but that doesn't mean it doesn't happen.

See you at the Zone Scott.
