I've called Verizon about blocking numbers on a cell phone... They told me to get a new number. John

Number blocking is a feature available on a few models of phones but it isn't available on the ones Verizon uses.

It's a simple thing to do but it will take a federal law to enable it because cell phone providers make money on call volume and allowing subscribers to block calls would reduce call volume and cut profits. Makes no business sense for providers to offer the service.

And this is because we are one of the only countries in the world where the person is charged for incoming calls.

Don't you have caller ID. Just hit end when you see the name/number come up?
