Take a look at section 5-145 (page 42)...

It has to do with record keeping. This is an "unreported" and "unread" section of the bill. You know the kind, you have to pass it to know what's in it. One house member (Mike Miller) who voted for this crap says he had no idea this was in it (well duh, why don't try reading before voting, numbnutz).

This section is about records keeping. You know how BATF will crack down on dealers with sloppy paperwork and will yank their FFL if they have too many violations? In Maryland you now get a fine for the first offense and the second offense someone is going to prison for three years. Yeah. I wouldn't blame any FFL who packs it in and decides that the business climate is better in another state.

A PERSON WHO VIOLATES THIS SECTION IS SUBJECT TO A CIVIL PENALTY NOT EXCEEDING $1,000 IMPOSED BY THE SECRETARY.

FOR A SECOND OR SUBSEQUENT OFFENSE A PERSON WHO KNOWINGLY VIOLATES THIS SECTION IS GUILTY OF A MISDEMEANOR AND IS SUBJECT TO IMPRISONMENT NOT EXCEEDING 3 YEARS OR A FINE NOT EXCEEDING $10,000 OR BOTH.

Brian Frosh wrote this crap, and O'Malley pushed it. You can be he's going to take this garbage with him to the DNC convention in 2016, along with his amnesty for illegal criminal aliens. I'll bet he'll stand a good chance of getting the Dem nomination. He needs to come off as a tough leader who took on the gun lobby to show liberals he can tackle the tough jobs.
