Rule book says new lady shooter starts out on the 19 yd. line. Lady shooter shoots her very first registed 200 handicap at club A. Shoots beginners scores, does not come close to winning anything. Two weeks later she goes to shoot at club B. Is she still a new shooter at the 19 or does she now get penalized back for not having shot her 1000 targets ? and what penalty yd. would she be on?

A club can impose a handicap penalty on shooters who lack sufficient targets. This penalty must be described in the shoot program. Some clubs do this, many others do not do this. It is a club option. I have sen many programs that would have this lady shooting on the 19 yard line and a few others that would back her up to the 25. The ATA allows each club to set its own penalty rules.
