Pumps usually scream when they have trouble in the suction; plugged filter, blockage, low fluid supply etc.

I dont know the details of a MEC pump.

Your building pressure at the end of the stroke because that where the higher pressure of the pump is doing the work. Hold the pedal for a few seconds when it reach bottom and you will hear the pressure relief working. Everything sounds normal to me. Are you new to this press? There are no oil filters on my press which I purchased in 1991 (9000 H)

No, not new but haven't used it in a few years. It seems to work okay, just noisy and seems a little slow. Thanks for the comments.

Don, you might try running the shells out and then tilt the bottles back and cycle the press and see where exactly you hear the pump starting to moan.

The noisey pump is may be from caviation.
Screaming generally indicates your are dumping over a relief valve. If you are dumping over the relief you are converting input HP into heat. This will be evidenced by an increase in fluid temperature or more simply the relief valve will get hotter to the touch. If this is an end of stroke phenomina, it's probably the relief valve.
