legal way to sell handguns in same state

    I know about the hassles to sell a handgun to someone out of state, but what about selling a handgun to an in state buyer? Does an ffl holder have to be involved? Thanks, Tom Rhoads

    I believe it depends on the State you live in. In Kansas, two Kansas residents do not need an ffl to transfer a handgun. A face to face transaction with no paperwork is allowed.

    Same for IL residents. Resident to resident is legal with no FFL as long as you follow the minimal guidelines(i.e. FOID number exchange and not Crook Co). However, you better check the laws of your State.

    in PA all handgun sales must go through an FFL (a parent may give a handgun to their child without involving an FFL).

    WI I can ship to another in state buyer with no FFL involved.

    Every state is different. Click the link. In Indiana you can sell to any Indiana resident over 18, no FFL involved.

    In Kentucky all you need is a willing buyer that has the cash.

    In NY, residents with permits can transfer without a FFL providing they have pistol permits and the transaction must be registered with the buyer's county clerk. This does not apply to NY City.

    Minnesota no restrictions between individuals. I only sell to
    a buyer that has a permit -to- purchase or a concealed carry
    license.

    Like others have said I suspect it depends on the state. If you're thinking of doing this (OP) you should check into the laws in your state.
