what we found regarding the shot in estate shells is that they are consistently short on the count (some as much as 100 pellets short) and the shot is very poor quality in terms of size and roundess. also, it doesn't make any difference what size you purchase or what is marked on the shell, the shot is the same. many estates we cut open had shot as small as number 11 and as large as number 6 in the same shell. i don't think number 11 has enough energy to break a clay target at 40 yards.
