Change batteries and/or remove the ball and clear the rollers if it has a ball, otherwise get a new mouse.

If it's a wireless, then reset the receiver and the mouse.

If it's wore out send it to Tron's Kitty.

Reboot your computer unless it's a MAC.

The ball and cavity are dirty. Take it apart, vac the cavity, wash the ball and reassemble. Presto-bango and click-clack you are back in business

Clean the contact standoff's in the cavity with a pencil eraser and wash the cavity with a damp paper towel.

Does it help if you squeeze your mouse instead of pushing or pulling?

You're welcome- sometimes we tend to overthink things and forget to try the simple things first.

I'd suggest an Allem roller release mouse. It will stop that flinching when you're reading Mrs Skeets cut and paste posts.
