    Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.<br>
    <br>
    Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.<br>
    <br>
    Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.<br>
    <br>
    Prescribes criminal penalties for violations of firearms provisions covered by this Act.<br>
    <br>
    Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.<br>
    <br>
    Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

    It is about time you all have to live under the same commy rule that we do here in IL lol. The first time I ever even heard of Bobby Rush is when he defended the IL gov appointing the new US Senator yet two weeks before he said Blago should not be appointing anyone and then he saw that Blago was appointing a black man and changed his story really quick. He will not get any traction and he sure is not a player but since he made it onto fox news he thinks he is. I would not worry about it.

    And, run it by me again, why did we locate the ATA in Illinois (boy, that's insight)? Why not a state with some progunners such as Missouri, Indiana, Kentucky to name a few. Seems like a matter of time until shooters get the screw in Illinois. I know there are many fine people who live there, but unfortunately, they are not in control of their state government. Everyone knows the Peoples Republik of Chicago rules the State. Anybody out there thinks it was a mistake to pick Illinois? Darrell

    Representative Bobby Rush is a blatant racist and liberal Democrat hack that has represented the 1st Illinois Congressional District for the last 15 years. The predominant parts of the district are city's south side and southwest burbs. He's been involved in Crook County skullduggery for 40 odd years. How can you live in the west burbs and have never heard of this buffoon?

    I'm curious; Whitebear posted this about a week ago and there was one poster. The thread was "Bobby Rushes HR45. I guess the title of that thread was to complicated for this crowd, but "natnl foid card" they understand? Come on HM you didn't miss that did you?

    Booby Rushes 45 doesn't stand a chance. But watching the confirmation hearing on Eric Holder is the real threat. He is going to try to get the ammo and guns and has said that in the past. Only the Senator from OK pushed him on it and he wouldn't answer. He and Bambi will try to circumvent the law by enforcing edicts from the AG's office. Read about how much the backround check system was mysteriously down frequently when he was in charge of it, so firearm sales could not be carried out. Obama had a great teacher in Illinois (Goblo) on how to legislate from the executive branch. Watch and learn...

    When are you guys going to quit beating on Sparta? WPT, aren't you just a bowler? How many registered targets have you shot in the last few years?

    I got into trapshooting after Vandalia so I have no fond memories but I do know that what is past is past and why didn't Ohio pony up if the state loved trapshooting so much?

    Sparta is marvelous facility and whoever was responsible for getting it built ought to have a double lifesize bronze statue right in front of the Event Center.

    JB, the guy that built Sparta worked for the Ill DNR and the state fired him. He cant have a bronze statue in front because all available space is taken up by the sign with Hon Gov Rod's name on it.

    FYI: I am a bowler, a Trapshooter with well over 50,000 registered handicap targets shot at, not sure how many singles or doubles because I get bored with singles and never much cared for doubles ... I shoot any time the notion strikes me ... Besides that I am really into classic cars and attend several to many car shows in the area ... NONE of this is really any of your business and all I can tell you is if you don't like what I say, don't read it but I will continue to voice my opinion and suggest you do the same ... My opinion of you and what you have to say is equal to and probably even lower than yours is of me because mine is based on actually being there and doing it ... I have shot in Vandalia, and though I have never shot in Sparta I have been there prior to them building the WSC because I have friends who had family lived there and probably still do if they are still living ... Location, location, location is the key to building a business that can be successful and the ATA hosting the Grand American in Sparta is not and will continue to get worst no matter how much you think otherwise ... If you have been there then you know the attendance is dropping each year so whats with that ..? Bowling and car shows continue to grow ... I go up and shoot a few times a month if I get the itch so if you ever care to join in come on down or don't, that up to you ... Now, go and crawl under the rock you came out from under and do something constructive and keep your opinion to yourself unless you are ready for others to express theirs also ... Mine are based on real numbers and they don't lie ... Sparta is not and never will be what the ATA needed to enhance the Association or the Grand American but its all they had left on the table ...PERIOD ... WPT ... (YAC) ... (NOT) ...

    Let me see, Texas offered the ATA free land about 1000 + acres, and a million dollars cash to move to the Amarillo area. And then did not even let us try to get additional funding to help with the move and construction.

    JUST said " No thanks,not were we need to be, to far from the shooter base".

    We have to consider the source on this bill. Bobby Rush, left winger from the word go and co-founder of the Black Panther Party. I doubt he has much clout in the House of Representatives. That being said we have to be vigilant and cover them up with calls, letters and e-mails when this nonsense is proposed.

    You have a right to be bitter after the way the folks from Texas got treated by the ATA ... The ATA got what they deserved and thats nothing, but the State of Illinois got another park ... It won't be long and the Grand American won't be much bigger than most State shoots ... "Poetic Justice" ... WPT ... (YAC) ...

    So you used to be competitive trapshooter, so what? That was then, this is now. Quit bitchin' about a sport you left and a place you never shot. Go bowling or car showing and leave ATA shooting to those that can. You take every opportunity to tear down the ATA and Sparta. Is it our fault you couldn't compete?

    Waterhouselake raises an interestng point: how close are we to a civil war, or perhaps a new American Revolution. At some point those I will refer to as "Constitutional Constructionists" (CC's)will have to face off against "Constitutional Destructionists" (CD's)over the direction our country will take. I believe Obama, et al, who advance the concept of a "living, breathing constitution are CD's.

    It is obvious that over time we have become more socialist than our predecessors (from at least up to 1960, the end of Eisenhower)could ever have imagined. We have become so liberal and socialist that even FDR and Truman wouldn't recognize our country. The question is how far will we CC's allow the CD's to go in forcing a liberal/socialist agenda on all of us?

    Considering all that is now going on in the new administration, the Holder/Panetta/Rush/Schumer/etc. stuff, where will our rights be in 4 years? I truly fear for our country and for the way of life I have always cherished.

    I guess another question is can the ship be "righted" (pun intended)through the ballot box? Although I hope and believe it can be fixed, I fear that rights are like taxes: once a tax is imposed, it seems to be there forever. Likewise, once a right is lost, it is lost forever. Given that there are likely to be several new Supreme Court Justines in the next 4 years, our rights are definitely at risk. (Unless you want to put our flag in a bottle of urine and call it "art", protected by "free speech".)

    Let us hope that our worst fears about the current administration are just that: fears, and not reality.
