Gunsmith Question on barrel cutting

On another thread someone has information that says you can't shorten your own barrel. It is my understanding that you can cut off your own barrel as long as it is longer than 18" for a shotgun or 16" for a rifle.

It was stated that you have to have a manufactures license to shorten a barrel to any legal length.

I have turned and chambered my own blanks years ago when I had access to a machine shop, was I breaking the law?

Only welding, as in blind pin welded or welded together is allowed by FEDS!

Brazing or soldering, is not concidered fully fixed in place!
