Milt: I shoot 17 grains of Promo, (using the same recipe as you would for Red Dot), Downrange wad (DRRT12), Fiocchi 616 primer, 1 oz. #8 in an STS or Gun Club hull. Very soft shooting load and you won't "break the bank" when buying components. Remington, Federal and Winchester components are way out of line price wise. IMHO. Ed

Please realize that an ounce of lead IS an ounce of lead, whether it be 8s, 9, or whatever size you choose. So long as the payload weight does not vary, the amount of powder should remain constant for both recipes you asked about - to achieve the desired velocity.
I will offer another combination that works very well (for me) at 16 yards, in the STS hull : 18 gr. Solo1000 ; Remington TGT 12 wad ; Fiocchi primer, and your 1 ounce of shot. This is a recipe that will provide ample velocity, while producing a very manageable felt recoil.

Promo powder - why, coz it's cheap and is a fantastic trap powder. virtually the same as red dot.

Fiocchi primers - why, coz they're cheap and they're virtually a direct swap for the win209

Rem TGT wads or downrange clone - the TGT is maybe the best 1oz wad going and they were designed for the STS hull - that's what i use when i want a very reliable 1oz trap load.

buy 2x8lb jugs of Promo, 5000 fiocchi primers and 5000 TGT wads and you've got a decent bulk purchase that will have you loading for a while. combine it all into one online purchase and you cover the freight and hazmat fee in one shipment.

Didn't you leave something out, like the 13 bags of shot that he'll need to fill 5000 empty wads?

I prefer the Remington TGT12S wads they stay on my wad guide/tube. I also like Downrange tgt12 clones. Just non locally at this time. I load 17.5 grains clays TGT12S wad win 209 primers(prefer STS 209s just none locally) As far as powder goes I have to buy whats locally obtainable until I get to the state shoot and load up,,,,,if they have claydot, I might even try promo if I ever see it for sale ANYWHERE. local choices are red dot sometimes green dot some times CLAYS more than the others. Check out load data weigh your charges and have fun

Hodgdon Clays is a great powder.

And Chris Hodgdon and all the folks who work for Hodgdon near where I live (Shawnee, Kansas, USA) are American workers who benefit from you buying their products.

Any quality 1oz wad will do. The Claybuster CB1100-12 or the quality Dopwnrange equivalent is a good start. I like the Remington TGT12S or the Downrange (Quality) or the Claybuster clones. For powder, I use Promo, since it's rather inexpensive. I do use an expensive primer, the Winchester W209. I have a lot of the Remington 209 as well, I just have issues with flames coming out of my ejection ports at night with them. I'll use them for other loads in the daytime. A good atrting point for Promo would be around 17.0 tp 18.0 grains of Promo. Around 17.5 should get you around 1150 - 1175 somewhere, with the Winchester Primer and the Winchester WAA12SL wad or clone. No difference for the shot size. Same load will do for both. If you want to spend more money, Red Dot, E3, Clays, Clay Dot, etc, will give you good service. Take a look at the data provided by the manufacturers and buy accordingly. Don't load a ton of them until you test some. You might want to try them over a chronograph and put some in the freezer and test them cold if you shoot in the cold. You'd be surprized at the difference a few degrees can make.
