Those things are sold by the millions every year. Beeswax is a relatively expensive wax today and may have been used for this in the past. It works well for fluxing, but I believe toilet seals are made of petroleum wax. I don't even know what that is, but it is soft and sticky as all get out. I'm guessing most waxes will flux to some extent.
What is the purpose of fluxing, to remove impurities or keep alloys like tin in? Mike
