Yes, it's for heating Federal paper hulls, not plastic. It heated the hull causing the wax in the paper to melt and soak into the paper again. I believe the one you have was made by Mec some years ago... Dan Thome (Trap2)
It's a Texan. It's the only device I know of that will reconstitute the fiber base wad regluing it to the base in Winchesters/Ranger/Expert paper hulled, fiber basewad, Super Target, Super Trap, Super Field hulls.
As Trap 2 stated, the device also heats the shell tube redistributing the resin to stiffen it. To obtain the best crimp you must have a ridged tube.
Hair curlers will heat the tube but will not compress the base wad sticking it to the hull base. Federal papers are a lesser offender when it comes to detaching the base wad allowing it plug the barrel but it does happen, more so if the hulls are loaded several times. It's always about what you're willing to risk.
If you can't find a case conditioner lay your paper hulls on a cookie sheet and put in a oven on low heat for a short time. it will soften the wax and take the moisture out of the paper.
I did this years ago, it is important to be sure your spouse is not present when commiting this abuse to her stove.
That may work , we have a 2nd kitchen down stairs close to my reloading room
