Estate and Rio are both made in the US. Whether or not they use 100% US made components i dont know. Rio are made in TN and i dont know where Estate are made off the top of my head.
Estates are now made by Federal in Anoka MN and are identical to Top Gun. These have steel bases, only Premium shells like AA or STS or Federal Gold Medal have brass bases.
I don't reload so the steel bases don't matter to me.
As for Estate quality, I've shot 10 flats so far and had two shells that didn't fire. Otherwise they have been flawless and have smoked the clays just fine.
The Rio's/Kemans both have plated bases to make them look like brass, but they are really steel. So are many of the other economy loads today. As said check the sides of the hull with a magnetic tip of a screw tip to see if it sticks hard. Even brass may stick slightly as all primers have metal in them. break em all Jeff
