I have read that 98% of all Black Americans have and will vote for Obama, regardless of what they may say in public. So, getting that vote is not in his cross-hairs.

The Black caucus is upset with Obama because he isn't speaking to the black community as much as they would like. Like it is stated above, Obama knows he will get the Black community vote so he is targeting the working class. Pun intended.
