Although you are correct, as far as how laws/ammendments to the constitution/supreme court rulings are supposed to be impleminted, you also assume this administration will follow the rules. When she signs it(7/27/12), it will make the US abide by the Geneva Convention. The senate will not bring it to a vote, the President will do nothing. That will make it binding for 5 years according to the Geneva Convention. The Goverment will attempt to abide by it all the while collecting data of gun ownership(or at least try).
