While trying to pay for my pre-squadding I had to enter my state name 4 times and my city name 3 times before it would take it.
Very clunky
I followed the simple directions and had no issues.
Where do you have to enter City/State?
I just use my ATA number.
Smooth as silk for me on two different shoots.
Had to enter my name and stae while paying, prolly should be complaining about Pay Pal instead
Never had a problem with it.

Yes, that does sound like a PayPal issue. Presquad.com is awesome.
